Anyone who trains as much in Taijutsu as Gai and Lee can handle 8 gates. In the Last movie there are a bunch of gate users (Last is a canon).
For Hashi's DNA you need strong life force (not sure about this, maybe for compatibility) and pools of chakra (which you can get only genetically, unless you make experiments on your body like Kabuto), if you don't have those, you won't be able to control the power.
