His Six Paths powers came from Hagoromo. RSM Naruto has all of the 9 Bijuu in him. You're right through the access of the other Bijuu he is granted all of the elements but how he got access to all of the Bijuu was through his Six Paths powers. It's all connected.

It still stands that he can use other elements though. Hes a jinchuriki.

Now as for learning different elements I dont think he needs to sinse TSB blocks all elements anyway. Once he masters TSB hes good.

And I also think he has to practice and learn Katon. If he practices in RSM it will come easy to him.
