Plot, it's too easy for him since there's nobody stronger than Kaguya. Anyon he fights would lose within 2min, meaning no movie. It's obvious Kishi intentionally prevented Naruto from using his full power, Sasuke hasn't even used more than 1/4 of his abilities.
