Naruto isn't as dumb as you think and he has matured greatly since the pain arc. Also, He is not much slower than Hashirama (if any) for sure.

Besides, being smart doesn't mean becoming a great Hokage. Would Danzo or Orochimaru have been a good Hokage? Ay isn't that bright and is much more impulsive than Naruto yet he became the Forth Raikage.

Being smart is one thing but you must be astute and have homage reasoning look at itachi he weight war against his own clan , I think you would agree that naruto couldn't do that at least at this point
