Control is the wrong word. Naruto cannot control Kurama. Rather Naruto and Kurama are now friends and Kurama lets Naruto use his power willingly. If he didnt want Naruto to use his power then Naruto would be unable to control him.

Now if kurama gets his yin chakra back then the total amount of chakra he has increases. Simple.
