Neither was the Sage of Six Paths. It isn't listed anywhere that you need to have the Rinnagan, Senju/Uchiha DNA to be the Rikudo. Have you even paid attention to Naruto's attire when he is in Chakra Mode or Tailed Beast Mode? He has the same markings and necklace as the Rikudo, and even Kurama mistook Naruto for TSO6P. There have been hints to this throughout the manga. Give me a break.

Sage was a mixture of Uchiha/Senju in one body. Pay attention to the manga, plus he had the Rinnegan. No one has ever seen Rikudo face so show me the marking on his face. Almost everyone in the manga has a tomoe's Naruto, Sasuke, Orochimaru earrings no one said that design was exclusive to the Sage when other people have them. I never seem Kurama mistake Naruto for Rikudo.
