Sakura had consistently shown impressive speed during the War Arc AFTER her Byakugo improved. There's 3 things off the top of my head that come to mind. Her attacking Kaguya, her attacks on Madara, and her attempt at evading the Juubi's hand.

I'd accredit the plausibility of this being possible to Sasuke, who doesn't need cloaks to increase his speed. Even then, it's a mystery if Sasuke's speed and, by extension, Sakura's allow for him to observe what's actually going on.

If speculation is fanfic, your speculative statement that she wouldn't beat him rocks the same boat. The fight had no conclusion, but what we do have is knowledge that her performance against Shin was better than Naruto & Sasuke's.

Not necessarily, you can clearly see that Shin had managed to stick two of his blades inside of her. He could control those blades to dig further into her skin at any given moment. She has no long range attacks while he can attack from distance and close range. If backup hadn’t came, it’s possible that the other Shins would’ve jumped in also. Shin was unscathed (save for what Sakura’s sneak attack) while Sakura was on the defense, all of those things are true.
We can’t even say that her fight was better than Naruto and Sasuke’s because both of them were protecting children and neither of them were trying to kill the enemy. Plus, they were fighting an unwounded Shin, unlike Sakura. Now where’s the fanfic?

A KKM (Super) Byakugan is on another level on a global scale. Kaguya would have the brain power to input all the information from around her that's why 1000 RSM clones couldn't do anything to her let alone a handful of people.

Still the Susano part wasn't planned. Kakashi claimed this prior to gaining Susano. They planned to fight in a coordinate manner but later they attacked in an uncoordinated manner. Kaguya noticed Sakura yet could not avoid.
An exclamation mark used to imply 'surprise'.. which was probably to denote her surprise about how easy it was to escape Naruto and Sasuke because if she actually did see Sakura, she wouldn't have been surprised and had questions about the hit as we can see with the question and two exclamation marks.
It has been implied before with Hinata that 360 or all views of the byakugan aren't necessary always active all at the same time except the wielder wishes them to be which makes sense. [
