and katon on madaras level?

and genjutsu on a huge level with yin yang mastery?

Rinnegan allows for mastery over all elements and as such Nagato could use ay element technique. Possibly combinations of elements if he was lucky or gave enough time

Then again any one who has the chakra nature that matches does have the chance of learning the jutsu if the time and effort is put in. Nagato had enough stamina for multiple fights, for shattering a village with one shot, to change the langscape with Chibaku Tensei and to revive all dead in Konoha.

He should be able to. Furthermore since he is the only one who mastered the elements its not illogical to think that his elemental power scale would huge, such as creating ocean of Suiton, huge boulders of Doton or even a large Katon. It is a shame that Kishi didn't show any feat of Nagato using proper elemental techniques.
