considering he teleported the whole kyubi he shouldnt have a problem with it, also as for the target, once he marks anything (even a person) thats where the attack will appear

also he had trouble with teleporting the whole 9 tails but not with its tbb

If the barrier is made sufficiently big enough I guess it could work but I wouldn't spend chakra on such if I were him. A regular barrier should suffice as he claimed to know such and if rubber tires can save one from the meteor then I don't see any barrier having problem.
