Can Minato use Nine-Tails chakra like Ginkakku and Kinkkaku?

Minato said that he had half-Nine Tails chakra inside him when he died.
Can he use Nine-Tails Chakra along with Flying Thunder God? I believe he will be extremely powerful
Kishimoto seems to revive him to make us shocked that Minato can transform to Bijuu mode.
