Each clone is 50% of the user's chakra. Without uzumaki or senju reserves, it's a death sentence to use more than 3 in a battle. Probably why he's never used them while alive.

Why are you going into detail? If Minato can mark over a hundred kunai and place them any where.
Then how hard is it to not say he can preform many shadow clones when his chakra can be in a million places?
While the chakra is still "alive" and active even when he's not using the kunai's, I think that's a lot. Plus it never goes away.

It's your chakra which is evenly split. You can create as much clones as you want, only that depending on your chakra reserve, you can hold the jutsu longer or not

As an example, let's say A has 5 in chakra when B has 10 in chakra. They both make 10 clones. It would mean each clone from A will remain with 1/2 of chakra when each clone from B would remain with 1/10 of his chakra. Since each clone from B have more chakra than A clones, they will maintain the jutsu longer

Set up barrier around Kushina, Maintained seal for Kushina, FTG'd him and Naruto, FTG'd Kushina and Naruto, Teleported a Bijuudama, FTG'd to a flying kunai and used rasengan on Obito, Used contract seal on Obito, FTG'd to Obito, Summoned Gamabunta, Teleported KURAMA and a Bijuudama, Put up a barrier around KURAMA and kushina, FTG'd to Kushina and Naruto, used Eight Trigrams seal on Naruto, used RDS seal on himself, Sealed Kushina and his chakra into Naruto. Got mortally wounded by kurama, and is still fine to finish the jutsu.

That's why it's a kinjutsu.

Can every user make 1,000? Yes. But then they have 1/1000th of their chakra, which is a death sentence to all but uzumaki and senju.
