Susanoo spawns instantaneously as well. Kirin isn't instant, but its the closest thing second to Minato.
Plus the sharingan can predict justu, movement, chakra and much more. Since Kirin is basically a huge lightning bolt with chakra yeah it can be tanked only by susanoo.

Minato would feel the damage from Kirin by trying to teleport it . He could escape it though. He'd possibly feel it though.
He did get hit by a kunai or shuriken by Tobi while he used FTG I think. He pulled it out of his leg afterwards.
It was a peace of wood that exploded into his leg I think now.

He didn't even noticed Itachi's Susanoo means that Itachi activated it after Sasuke's move , this proves that Speed of Susanoo activation > Kirin's speed
