1) There has never been any mention anywhere in the manga and/or databook that Totsuka can seal a black hole. I don't even think the term "black hole" has ever been used in Naruto, period.

2) Just because no one has ever dodged it doesn't mean it can't be dodged. Who has he hit with it? Oro (and his snakes)? Edo Nagato (who, debatably, could have stopped and/or dodged it if he saw it coming)? There are quite a few shinobi who are much faster than them.

Well, our opinions vary and that is o.k. but Minato sill solos and can do pretty much anything maybe even solo Kaguya. XD
