I don't know who really wins this battle, they both are incredible fast though.
Guy can do the 7 gate open, and Minato has the ftg techs with rasengan.
All of we know Minato is faster than Guy, because he is the fastest ninja, but Guy is better on taijutsu than Minato of course. It would be impossible to touch Guy when he open the 7 gate, then what can Minato do. Minato can instantly using his s/t tech to avoid his attacks, ftg is fast enough to avoid it.
Minato can put a finger on the ground and find a tactic how to stop Guy, that's one way to do it, because Minato is a finger sensor like Tobirama. Minato's intelligence can reach up to Guy's seven gate if he can really do it, but remember guys Minato can always find a solution how to defeat his opponent by finding their weakness. Guy can attack Minato anytime if he want to.
If Guy stay to long on the 7 gate, then he gonna lose his chakra and a lot of his stamina, that's one way for Minato to find his weakness. After using the 8 gate opening, then the body can't handle so much speed or strenght though, Minato can use his ftg more than 50 times, that's enough to defeat Guy.
I am a Minato fan, but I don't know who exactly wins this.
