Tobirama has displayed three Suiton and Mei, two.

Tobirama also only needs one handseal for all of his displayed techs and less handseals = greater mastery. Tobirama's Suiton has shown to be powerful to rip through the Shinju branches with ease; Mei's suiton couldn't even make a slight dent into Madara's Susano'o ribcage. Mei's speciality lies with her KKG, not the single natures.

Kisame > Tobirama > Mei

This is a perfect answer.

kisame with tobirama.. they both can be equals depending on circumstances.. tobi has more battle experience whilst kisame's strength increases when the stronger his opponent are..

mei? not worth mentioning.. haha

With skill in the element alone, it can be argued she's the greatest of them. The ability to use the jutsu the most effectively in battle? She's shy of Kisame, but I'd say above Tobirama.

Edit: Lord, the Tobirama Suiton wank has returned. . ?

Kisame > Tobirama > Mei

First of all, Mei also has 3 suitons ( water dragon, water pillars & hiding in mist ).

Tobirama breaking the branches of the god tree means nothing considering even random fodders were able to break it. His part1 suiton feat is pathetic.

Mei on the other hand was able to extinguish the strongest Uchiha's Katons without breaking a sweat and use two suitons after each other.

Not to mention that Samehada; A blade made for shedding and not for cutting broke apart of the Shinju's branches relatively easy. Not to say that Tobirama's suiton wasn't impressive. But it's blown out of proportion at times.

In reference to his part 1 suiton feat, keep in mind that Edo Tobirama was only at 10% power at the time.

Pretty much this.

And lel at Tobirama wankers. He doesn't even have any hype in Suiton prowess to begin with. Some random Anbu member said that it was impressive that he could use Suiton without any source of water. Guess what? Mei did the same this but on tens of times bigger scale.

I'm not saying Tobirama isn't good with Suiton, but with current feats, he's tiers below Mei and Kisame.

Um, so what? 30% of Kisame was able to use suitons on the scale of a 100% Kisame.

@Centurion, I agree, his Suiton feat is impressive, but it is overrated.

Compete with Tobirama? Lol She's quite above him.
Kisame is clearly above both as well, but that's because of his ridiculous chakra reserves. Regardeless, his suiton have chakra absorbing capabilities, which add another utility point to his prowess.

Actually, it could be argued that Mei is ~ Kisame in Suiton.

Take away his chakra levels and absorption and you have a match.
Otherwise his superiority in this particular field is undeniable.
