You forgot 8 Gates Gai. Dude can easily react after Minato uses FTG to get close. I think even 7 Gates should be able to react because he moves at a speed of an air cannon so I think he can inflict damage to Minato.

Wouldn't it be more like anyone who can react to his speed after he uses FTG? Bee reacted to him and he isn't a Juubi Jin and people say his reflexes are less than people with reflexes around itachi's and maybe somewhat less than Itachis

Tbh I think 7Gates can, taijutsu fighters are too agile and mobile
