Yes every mangekypu sharingan user differs in techniques. But little is.known between brothers like izuna and madara. We know sasuke n itachi share the same techs. But no madara cannot use.kamui. just like he cNt use shisui KA.

For example: Shisui's KA Genjutsu.

No. Every MS gives the user different powers. Sasuke is capable to master Amaterasu with it, Itachi mastered genjutsu and Madara mastered Susano'os with it.
