Yes he can he used it on raikage and obito when he was a kid to show him how infinite tsuyokumi would be like and besides the sharingan is known for its gen jutsu abilities

madara did use a genjutsu when he showed obito the dream world he was going to build....remember that scene where he took obito to limbo...total nothingness and he also transformed himself into a younger version and explained about infinite tsukuyomi....
