Note: now i'm not saying use it on himself which would be ridiculous if you ask me, but could he use it on multiple other ninja since he can't die as an edo?

Rinne Tensei doesn't kill the user? Nagato was just low on chakra and his life force, devoting his final chakra supply to Rinne Tensei. Either way, I think Madara could do it.

Likely, but you still need the body of the user you want to revive. The only way to use it in battle is if you happen to be carrying around corpses of strong shinobi xd I'd still prefer a jutsu like Edo Tensei over Rinne Tensei any day :y
