Can Madara become complete?

He created the Juubi and sealed it inside him, however, 1 tentacle of the 8 tails and the yin part of Kurama, were not part of the created Juubi. Can Madara still add them to his power, or will he remain incomplete?

Maybe the tentacle that is missing from the 8 tails, is the reason for his staff to be incomplete?
Or it just has a different look, that is possible as well.

he is lacking way more.

Madara can not get other Half of Kurama anymore... because he become Juubi Jin already and summoned Juubi too.

it is simple too late for that.

Besides Other Half of Kurama is needed as plot deux ex machina to save Naruto's life... so it has the biggest plot armor for now.

Keep in mind that Obito also could not add Gyuuki or Kurama even in when Juubi remerged... so Madara most likely can not too.

^^ Madara stated that there was still time to capture Gyuuki and Kurama and add it into transforming Gedo mazou... but he lost his interest and not even say it once again when Juubi remerged from Gedo mazou and transformation was complete.

Obito as Juubi Jin showed also NO attempt to add Gyuuki or Kurama to him.

madara said all he's lacking is the rinnegan not a damn tentacle or half of kyuubi, he's knows he doesnt have the whole kyuubi but still said all he is missing is the other rinnegan...juubito was incomplete madara is closer to completion than him

No Madara would need a wife to be complete. Till then he is another Uchiha with no life.
