Can Kotoamatsukamii control anyone?

Shisuis genjutsu in my opinion is the strongest genjutsu in the manga when it was shown in action.

Even itachi a genjutsu genius and "so-called solo king" to some users on NB got one- shotted by kotoamatsukami.

So my question is can kotoamatsukami control anyone if the person dose not have third-party help?

yes it does not even require the user to have eye contact as shown with danzo and mifune, I wont say THE greatest but its up there alright :I

It can control anyone. Shisui was gonna use it on Itachi's dad and co to stop a coup de'tat. However such a badass jutsu was ruined by the one every 10 years limit.
