I think in due time, he could. Remember Kisame's chakra is identical to Samehada's. That may be due to being around it so long and that may be why they could do the symbiotic fusion.

We do not know if merging with Samehada was a technique based on the sword or based on Kisame. As far as we know the previous owner did not merge with the sword.
Being from that clan Kisame should had have that ability to assume water physical properties which in theory could be why he could fuse with Samehada. Bee does not seem to have any mean by which such fusion could be achievable.

Suigetsu should be able to fuse with it. Although I find it unlikely the sword would want him for partner. Samehada seems to be as much responsible for the person that wields it as the user itself. It seems that the sword wants high levels of chakra only. Suigetsu does not seem to share that with Kisame and Bee.

yup, i dont think suigetsu can handle it because samehada will betray him soon
