Shisuis genjutsu in my opinion is the strongest genjutsu in the manga when it was shown in action.

Even itachi a genjutsu genius and "so-called solo king" to some users on NB got one- shotted by kotoamatsukami.

In regards to KotoAmatsukami : It possibly can, although that said I still question how Danzo managed to defeat Shisui and steal his eye in the first place, considering Shisuis Sharingan was so powerful, and the fact that as an Uchiha, he was also in possession of both Of his Sharingan and would have had access to their joint full power. And to make matters worse, Danzo was later defeated by Sasuke.
