That was in Part 1. Now it takes using PS and Kamui to exhaust him, and even then, he doesn't completely collapse. It's even more impressive when you consider the Sharingan is more taxing for those who aren't Uchiha.

In part 2 he still couldn't use it causally, he needed Kurama to replenish his chakra and then relied on Naruto's chakra cloak

Not true. All that early hype of the sharingan was just that, hype. If that were the case Sasuke/Kakashi rasengan is equal to or greater than Naruto rasengan. It would also imply that once Sasuke has learned a jutsu he has reached his ceiling of mastery which is also not true.

kakashi learned rasengan before getting sharingan

sasuke never used rasengan last i checked. But that's a personal choice.

Kakashi praised Minato as a being with unsurpassable strength and used him as a benchmark to illustrate to Naruto how inconceivable it was to combine Rasengan with elemental manipulation and Minato barely mastered Sage Mode; dejectedly admitting that he wasn't even good at using it. If Minato was inept in even using Sage Mode and barely mastered it, Kakashi who explicitly lacks the ingenuity that Minato has is never going to master it.

Besides, he lacks the stamina in order to house Natural Energy.
