Yea i think so he did bring himself back from the kamui dimension. My guess is he isnt as skilled as obito with it considering it isnt his eye. He also does not have hashirama cells giving him a boost in strength. Kakashi with kyuubi charka can use it just as good but without it I would say his charka levels are too.low.

Kakashi's = long range kamui, obito's= short range kamui

Its just one ability there just using it versatile ways.

Kakashi has been fighting him for a while now and has started to show more control over it.The greatest example is when he was able to warp his entire body just like obito does out of the dimension.

Give him time and he will be a master with kamui.
