Yes, as long as the user has the DNA of the person(s) they want to revive, access to human sacrifices and know how to perform the technique.
It probably requires a good deal of chakra, too.

It does take some skill to be able to control the Edos. Like Kabuto said, he's not able to completely bind them all since it is hard to control them. However, ideally, everyone should be able to summon an edo, assuming they have the DNA of the person

Kabuto needed oro chakra because he was using it on a larger scale which required a strong binding chakra more then he had at the time.
Although he is perfectly capable of bringing one or two on his own since he is now quite powerful himself but do not expect that to happen since leaving izanmi requires him to change his perspective on things

Not everyone has the "smart intellect as you do" some of us need to have some reassuring. Yes I read the manga. I'm pretty aware of everything. Confirming it is my only objective. and kabuto only needs dna and human sacrifices, that's why he couldn't summon jiriya or the white fang

yeh i think the most important things are the dna and the handseals, which hardly anyone knows apparently, or else they would have done what madara did and released themselves.
