Databook says it seals anything from material or astral. Physical or ninjutsu. If it was just a hyperbole Kishi wouldn't say all these things, he would just say it seals anything. Not only that, why would Oro go so far to look for it? Not to mention we have Zetsu's commentary as well. And its sealing feats.
