I thought Rinnegan could be activated by an EMS user at the brink of death.
These activations always happen around death experiences.

just to be clear, it was NEVER stated that you had to have the EMS to get the rinnegan, you just had to progress your MS enough to unlock the rinnegan, HOWEVER it would be easier to progress your mangekyou if you had an EMS because you would be able to use amaterasu and susanoo and tsukiyomi without have to worry about going blind, but i would imagine if you progress your MS far enough to unlock the rinnegan and you were starting to go blind right before the rinnegan was unlocked i believe the rinnegan would restore your eyesight fully. just a theory though.

True, Rinnegan was special to Nagato but then Tobi had it and now Madara awakaned it, ruined the whole point of Nagato being in the story
