Now what Im curious about is, how did "Tobi" react when "Deidara Senpai's" arm randomly fell into his dimension.

that's the first time Tobi ever appeared in Manga.

I think its no coincidence. He became curious after seeing Deidara's arm falling into his dimension so he decided to show up personally under the disguise of Tobi
