[Question] Can I create an RPG that doesn't represent Naruto or any other anime?

Hello, I was wondering if I could create a form that doesn't involve itself in Naruto or any anime. I was wondering if I could a vampire-zombie hunting RPG based on the movie, Stakeland. Is this allowed?
