The rinne sharnningan STEMS from the juubi more precisely Kaguya herself because she's the originator of the eye. So of course it wouldn't be Madara's alone. And I wasn't aware that the rinne sharnningan had individual chakra that separated it from the only method to obtain it, Kaguya herself. And because kaguya is the only method to get it onw needs to be a juubi jin with the sacred tree and original owner of the rinnegan to get the rinne sharnningan in the first place. So you'd need to have godly power anyway, your argument is synonomous to if I said that Madara wasn't using his chakra alone to get the rinnegan. Of course it isn't because Hagoromo himself stated it was HIS chakra and ONLY throygh HAGOROMO's chakra can one obtain the rinnegan but your logic would assume one can get the rinnegan naturally wothput hagoromo's chakra. It's unclear how other Otsutsuki like Momoshiki obtained the Rinnegan, however the best guess would be to assume that Hagoromo isn't the only Otsutuski to awaken the Dojutsu, and that it is actually common.

In my opinion both Momoshiki and Kinshiki represented the diluted bloodline which is the Otsutsuki. Momoshiki is more similar to Hagoromo in the regard of Dojutsu, being capable of wielding powerful Dojutsu such as the Byakugan and Rinnegan. While Momoshiki is more like Hamura, wielding the Byakuan while having existing Rikudou based powers (such as flight, and potent sensing prowess).

This is all 'opinionated' though.
