I never mentioned Rotation or Hinata but since you brought it up. It's a safe assumption she has and even if she doesn't. Himawari definitely will because she's a prodigy like Neji & negging the strongest Hokage by the age of 6.

Hinata undoubtedly became stronger than both hiashi and neji, making her the strongest Hyuuga, as her description in the intro of the bolt one shot says that she "shook the world of gentle fist with her power" and neji and hiashi would naturally be included in this "world" and yet Hinata was able to shake said world with her powers, meaning she's surpassed them both. And assuming she taught himawari, which is most likely the case, it goes to show that she, along with any other Hyuuga, can take down an opponent with one hit, and himawari and neji are proof of this. Plus, with her having rikudo chakra, it only further establishes her as being a super strong Hyuuga

As for Himawari, she did take out naruto, which certainly shows her skill in gentle fist and speed, given that she was able to blitz base Naruto. But she is not stronger than him, obviously
