He only beats Naruto, since Naruto did admit Iruka might still have been stronger than him in early Part II, I can imagine Genma was stronger than him too.

Hebi Sasuke is just far too haxxed for him, Kakashi obviously outclasses him and curreny Sakura is a bit too strong.

Naruto- No (He is irritating to fight, he never gives up or runs out of chakra)
Sasuke- Wasn't he going blind, Genma was dirty for doing that (No Sasuke win)
Sakura- Can Genma beat Tsunade? No. Sakura has comparable feat now, but not quite there yet
