Can gengutsu work on beings with no chakra?

So i was arguing with my friend about itachi being able to put characters in other **********s in a genjustu but he was saying genjutsu wont work on a character that does not have chakra. The naruto wiki says "A genjutsu is created when a ninja controls the chakra flow of a target's cerebral nervous system, thereby affecting their five senses."

But heres the thing, Kaguya was the first being with chakra, yet she put the whole world in an eternal tsukyomi. So what are your opinions?

The argument people make is that chakra is the same as ki, or Haki, or other metaphysical energies. Thing is, chakra comes from a specific source that is defined within the NV, i.e., the Shinju fruit. Since this fruit doesn't exist in other universes, other universes don't have chakra, and therefore can't be put under Genjutsu.

Genjutsu won't work on Shinigami, as Shinigami don't possess chakra. Reiryoku is not the same thing as chakra, and cannot act as a substitute for chakra in a fight between an NV char and a Bleach char. Genjutsu is ineffective on every single being in Bleach, regardless of their power (if any).

If genjustu worked that way, inanimate objects such as a puppet would be put in a genjustu or kunai knives as well.
Any living creator administrating chakra and physical/life energy (yang chakra) can be placed in a genjustu.

@Bold,i think thats not really accurate. I always believed that was the brilliance and importance of Old man Rikudou. He was the first to explain how chakra works and teach it to other people.
