But maintaining a giant sand structure would require alot of constant chakra use and i doubt he could maintain it for to long.

He just retained the sand justu, but no bijuu power or avatar. Like for example if kurama was extracted ,naruto still retains kcm but not bm

Well you said an Avatar like a Tailed beast or Susanoo. I'm sure Gaara *could* make a sand structure avatar thing. But it wouldn't be on the scale of a Bijuu or Susanoo
