Passive or not doesn't mean crap. He still needs to be tangible to attack, meaning he's vulnerable at that point. Plus, Naruto can simply keep him on the ropes until kamui runs out.

Simple Obito will have to become tangible to attack, then it is easy way for Naruto use his supperior speed and reaction time to kill Obito or at least put lethal damage on his body before he notices having chance to activate Kamui again.

Naruto has no time Limit, besides if Obito decides to stay itangible then he has no way to harm Naruto. The moment Obito become tangible he is slower so Naruto takes out him before Obito will make his move
