I know what you mean, but that barrier didn't stop his technique. It broke Kabuto's control over Dan's body. If you read that manga, it Didn't stop Danzo's ghost form, it stopped Dan's activation this technique. He could move in that barier as he wanted.

He wasn't able to get out, even with his ghost form. That is why told Choza to have the barrier lowered so he could go to Tsunade.
