The size of that blast is about the size of a village or slightly larger at best. Now since then juubi has gotten stronger and even stronger when in obito. So lets assume he can destroy a group of cities. However piccolo can do this

By close analysis one can see that piccolos attack is much larger and more destructive. And if you watch dragonball you can see that the shock waves caused by piccolo's attacks were felt all over the continent. Like I said before Obito stands no chance Obito's attack shock waves weren't even felt by the kages or team taka when they were on the same continent. Even the god of the NV must bow before this level of power.

I sill say Piccolo did not get a lower boost by swallowing Kami as he only gained the power upon fusing with him during Cell's attack. He mentions had he known the merger would be this great, he'd have done it long ago.
As for the actual fight I'd have to go re-read DB Piccolo, but from what I remember he has ridiculous speed, size changing, ki blasts, and if he just chills the special beam canon (though....that's virtually suicide).
Based on what others have said, Piccolo has the required speed to place competition. The true problem is we do not know how Ki Blasts or physical lacerations would cross over between DB to Naruto...because it's theoretically plausible that Ki blasts would simply react like Ninjutsu....however if they work like Senjutsu I'd give Piccolo the win.
It is also good to note Obito has yet to truly use a Bijuudama in his Jinjuriki form, but has used a smaller scale (though impressive) explosion.
To conclude, I guess it could go either way... I am tempted to lean towards Piccolo with a "benefit of the doubt"; however, it depends on how Ki blasts are received in the Narutoverse.

However my first problem with your evidence is that you didn't use manga panel but part of anime itself...
Although I like a lot of Dragon ball anime, even more then the manga itself, still Anime like to exaggerate some feats shown in the manga as well as add super special effects to make battle even more enjoyable and nice for eye to watch.

The schockwave was even felt at battlefield even although Minato sent and detonated that bijuudama at the sea ! same with what you posted but yours was on the land.
