can anyone tell me what anime this is?

I read the manga a couple months ago and I can remember It clearly but completely forgot the name. I heard the anime for it was good and since im on an anime spree I will watch it.

it has a new species of humans mostly girls who are born with horns on their heads. they have some kind of esp power that lets them use ghost hands the main one was named lucy(I think) and she lost her memory and made cat noises for some reason.
