Well only if someone revives him with them. I guess Bijuu's can too, because they will just be resurrected over time even if they are completely vaporized.

He's still alive even though he's disembodied. He has a knowing consciousness.
I think he could eventually manifest himself without help, but my little theory is mostly speculation.

One thing I wish the story touched on more was how he was able to create all of the things for his survival.
