Hagoromoo was not born with a byukgan, that part is factual.

We do not know how Momoshiki got the rinnegan he had, but clearly it was no normal awakening, considering a normal awakening happens in the eyes. And especially when his original rinnegan was red, and didn't turn purple until he absorbed somebody's chakra. So that is not a normal rinnegan like Madara or Hagoromo's.
