He was offered the position of hokage by hashirama but everyone in the village including uchihas thought that hashirama should be the leader, and even if he stayed in the village the next in line to be hokage would be Tobirama, and would discriminate against the uchihas (which he was right) so he decided to warn the uchiha's and then left the village for his own version of peace, (probably the infinite tsukuyomi plan)

Madara was testing Hashirama. Hashirama passed the test, so Madara agreed to join him.

They made some plans for Konoha. However, Madara noticed that Tobirama still had hostility towards him. He knew others must feel the same way.

As Hashirama and Tobirama discussed, Madara was eavesdropping. He could tell Tobirama didn't trust the Uchiha and was still hostile.

He feared that this hostility and distrust will lead to the exterminating of his clan. Fearing he may not have the power to protect them, Madara asked them to flee Konoha for their safety. They refuses. Unable to deal with this constant fear, he's decided to leave the village.

The reason madara wants this "perfect world" (I think) is because thenuchiha will always be descriminated against and pushed away. If tobirama becomes the second hokage (which we know he does) then the Uchiha will slowly lose their equality in the village. Madara wanted them to leave for that purpose but they didn't listen to him. So yeah. The ultimate battle is coming soon. Hope this helped. ^_^

He didn't get offered to be a Hokage by anyone else besides the martyr Hashirama.
He left because he was obviously jelous of how people likes Hahirama more than him, even his fellow Uchihas don't trust him.
Also he is deluded into thinking that Tobirama will eventually eliminate the Uchihas when he becomes the second hokage. Which is obviously wrong, just Madara being paranoid.

He didn't really turn it down, it was kind of vague as to what actually happened. But from what I could tell...
He was spying on Tobi and Hashi's conversation and heard the points Tobi had made. Tobi suggested a vote on Hokage, and Hashi agreed upon his own decision, where he was chosen.

That's what I got at least, Madara didn't even get a say on whether or not voting would be a good idea or not.
