take example Kisame, he having nice set of power there, He can become very powerful suiton users if Kishi wrote him by having large ninjutsu chakra, and can created an ocean that fill with his sharks that imbued by Samehada chakra sucking ability, thats an immpresive power there, creating a suiton super bullet etc

This is manga that only need a mangaka imagination.

I bet that you want to take Kishi sit and change his manga, thats mean sure you have a mandate to create anything you want.
