Can a user be able to retract their Rinnegan?

I've noticed that once Nagato, Madara, Obito, and Sasuke activated the rinnegan they never retracted. Do you think its b/c they keep it activated or are they unavle to retract it afterwards?

It might hurt their single life looking that unique. People tend be homogeneous.

Also, if Sasuke could retract it, he would have done it instead of just closing his eye, or was he closing it for another purpose?
