He doesn't need he's arm back. It was never of importance in the first place... Think , he's entire move set revolves around eye techniques. He can use fire style without hand signs. And he has one arm for sword combat and lightning style (which he never uses at the same time) that's why... That lost arm doesn't effect him in the slightest.

Sasuke used a hand seal to perform fire style.

I agree, they have been portrayed as equals countless times. Naruto being "ahead" is more a metaphorical sense that Sasuke used. I think it has to do with ideals more than power or anything, and how Naruto overcame his obstacles without straying to a darker path like he easily could have, or giving up on Sasuke; just like how Itachi said he would always love him no matter what he chose.

Yeah Naruto is ahead of him in ideology. But in power they are equals. Sasuke also never lost to Naruto in the manga in a psychical fight.
