Thanks to many theories, we know that the S06P is going to be revealed with red hair.
But why hide his face if it were just that? That could have been revealed much sooner without damaging the progression of the story. Fact is, S06P secret identity is such that it will tie in well with the themes and main character. In other words, the face has to have substantial literary value. Him being a random face with red hair isn't good enough from a literary standpoint. Sure it's a nice surprise, but ultimately,very unfitting to so a character so integral to the plot.
Why was Tobi Obito and not Izuna? Because Obito parallels Naruto, hence actually provides literary value.
My speculation: The S06P will have a face similar to Naruto's. That is why Kishi didn't show the face.
1) S06P foretold Naruto of being the savior.
2) Juubi saw the sage in Naruto.
3) Rinnegan means Samsara eye. What better way to tie it in than to have S06P literally reincarnated as Naruto.
4) For it to tie in well with the main character, the face has to be significant. But it can't be anyone that we have seen so far because that wouldn't make sense. One exception: the face can be an older Naruto's face.
The face being similar to Naruto's means Naruto is the reincarnation of the S06P. This ties in well with the idea of Samsara. The S06P did many great things of significant importance, that nature/divine forces decided to have him reincarnated as Naruto, a savior that will guide humanity and the tailed beasts in the right direction.
I think part of the reason why Kishi kept dropping the Uzumaki hints is to divert our attention away from something bigger.
He made us think,
He most certainly dropped enough hints to make the Sage being an Uzumaki an undisputed fact; I'm not going to deny it. Moreover, he dropped the hints here and there so that we, the readers, have to meticulously piece it together, like a puzzle; it isn't easy putting together a puzzle. Also, the Sage being an Uzumaki ties in with Kishi's use of East Asian Mythology rather nicely. It is also a good use of symbolism( Sage-Savior. Naruto-Savior). In all those ways, it's natural to assume that the Sage being an Uzumaki is the reason why Kishi hides his face. However, his primary purpose is to turn our attention away so that we get a huge surprise when we see Naruto's face.
Naruto goes far beyond representing the Sage. He is a reincarnation of the Sage. If anything, Naruto's past form as the S06P represents the current Naruto, the savior, not the other way around.
