Doesnt look to me like it has to do with number of tails.

Kurama has the strongest hatred (which is negative will power) of all bijus i think that's makes his chakra more powerful thus stronger.

Also chakra avatar is superior to real biju formation, no chakra is converted to shit like bones or flesh or blood, no pain as well. Just raw hard chakra defense.
