Even though the Water Prison Jutsu is a C-rank move, do you think that it should possibly he higher to a B-rank maybe? Because it trapped Kakashi and he was an elite jounin in part 1 and he couldn't get out, it also trapped Lee, Neji, and Tenten, and Neji's a jounin however he got out only because of his kekkei genkai.
If you get trapped in it, there's no way of escaping unless of a special ability, so basically your're screwed and it's a win for the user, however, you need a water source though.
