Hiruzen wins mid difficulty. Enma alone solos Cee and Hiruzen deals with the main threat Darui. I see him defeating him mid-high difficulty only because of Darui's high chakra reserves.

--he uses 5 KB and gets them to fire off large scale elemental attacks which would overwhelm the duo with ease,,

--he can also use enmas shield to defend from the duos attacks and can use enma to overwhelm them at CQC as well
