If they`re using just eye`s obviously kakashi... Byakugan have tracking and seing 360degres nothing more. Sharingan can copy jutsu,trap in genjutsu,guess moves of the enemy and there are the mangekyo sharingan..... If it`s battle just between eye`s kakashi will pawn neji.

The main weakness of a byukagan user is eye genjutsu. Neji activates his byukagan, kakashi uses a sharingan genjutsu to trick neji then kakashi proceeds with a thousand years of pain. ^.^ Neji dies due to humiliation of the powerful thousand years of pain.
